Depends on what flag the ship is flying - or more specifically, which country the vessel is registered in, and that nation's own law. If it's flying the Red Duster for Britain, it's permitted under UK law (which is still the effective legal jurisdiction while in international waters).
If it's registered in a country where you can otherwise travel legally with MC, you should be okay.
However you also need to check the laws of each country whose waters you'll be entering, to figure out if it's legal there too. If it's not, you could literally be pulled up on international drug trafficking charges if caught.
