Its a bit early, but IIRC about 20 years ago guy I used to know was CEO for a big place in Manchester, NCC I think. He told me that they do all this type of testing - and as well as their own experts - they had to pay serious criminals (cash/crypto) to try to break in or cripple. Clients were all big banks. They were big into ESCROW as well - so theres another mechanism.

Been possible to hire a botnet on the darkweb for quite a while now, you can pay them extra to do a targeted attack so there's less comeback, but if you are testing your own site then just hire the botnet and have at it with SQL injections et al
