You need a passport to apply for a drivers license. Just checked on the .gov website application page. I ended up applying for the Citizen Card and just finished applying for the free Voter Authority Certificate that @LostInANewWorld suggested. Thank you very much for the help again today guys. Really appreciate it.

They had to bring this in when they decided you needed a photo ID to vote.

Otherwise, you'd essentially be taking the right to vote away from people who couldn't afford to get a passport.
