Last year, we spoke to the CEO of Business Isle of Man, Tim Cowsill, about his organisation’s plans to ‘open the door’ to medical cannabis, and welcome businesses from across the world to set up shop on the island and build their facilities.
A year on, and with the foundations laid for a well-regulated, innovative, export focused market to thrive, Cowsill tells Business of Cannabis that these ambitions have evolved, and the Isle of Man now hopes to position itself as a ‘trusted home for high-value, high-quality cannabis production’.

Most people associate the Isle of Man with its world-famous TT motorcycle races or its well-established financial services sector. But quietly and confidently, our Island is taking bold steps towards building one of Europe’s most exciting and high-potential new industries: medicinal cannabis.
The global cannabis sector is arguably one of the most transformative developments of this generation, with the potential to significantly improve quality of life for millions around the world. For the Isle of Man, supporting the emergence of this sector is also a strategic economic imperative and part of a broader vision to diversify our economy, double GDP by 2032, and create 5,000 new jobs.
We began laying the groundwork in 2020, when the Isle of Man Government announced its intention to welcome medicinal cannabis firms. In early 2021, we legalised the cultivation, distribution, and export of medicinal cannabis. Since then, we have developed a well-regulated, export-focused framework that supports innovation while maintaining rigorous standards.
Business Isle of Man, an executive agency within the Department for Enterprise, is leading this effort. We’re supporting medicinal cannabis companies from first interest to full-scale operation.
Our aim is simple: to position the Isle of Man as a trusted home for high-value, high-quality cannabis production.
Being a small, self-governing jurisdiction gives us an important edge: agility. Our nimble regulatory system is structured to respond quickly to emerging opportunities. This adaptability is evident in our medicinal cannabis sector, where we’ve created a transparent, responsive licensing process, enabling businesses to plan with confidence and scale efficiently.
Our first in principle licensed operator, GLO (GLO), exemplifies what’s possible under this system. GLO received full planning approval in December 2024 and has since progressed work on its state-of-the-art indoor cultivation and processing facility. They are due to begin exporting in 2026, creating 60 full-time jobs and serving as a blueprint for future market entrants.
We’re now actively looking to license more cultivators and manufacturers that align with our vision: small- to medium-scale producers focused on quality and differentiation, or established operators wishing to ensure their production is diversified and robust.
This approach plays to our strengths. The Isle of Man has a long-standing reputation for producing high value, niche export products, from precision engineering to luxury manufacturing. Medicinal cannabis, with its demand for consistency, traceability and quality, fits perfectly within that legacy.
Our Island’s geographic location offers additional advantages for cultivators, particularly a reduced risk of cross-pollination. This helps ensure product purity, which is essential for clinical applications and consistent patient outcomes.
We also pride ourselves on our business-friendly fiscal environment in a safe and stable jurisdiction. We offer considerable enterprise support and world-class reliable business infrastructure including power and telecoms provision.
We know that building a globally respected medicinal cannabis industry will take time, care, and collaboration. Our early progress has been measured and intentional, ensuring that the regulatory foundation is strong before scaling. But with this groundwork now in place, the Isle of Man is open for business and ready to welcome firms looking to be part of this high-growth, high-impact sector.
