Yeah but if the pharmacy and clinic doesn't know it's crap, they don't get feedback, other people will waste money too. No consequences for the bad actor selling cheap crap for premium prices?

You do you, don't mean to keep nagging you but I'd still let them know, if it can happen in the post then they're not packaging properly, and they absolutely should package controlled substances properly.
