Growers with experience would see the signs of an infestation and stop it way before harvest. There is no excuse for it I grew illegally for years was caught twice. As soon as you see signs of anything you sacrifice the plant and the ones next to it. If its on an entire crop and even made it past inspection that's a failure at many levels. If not a failure a fraud.
